Rwanda wants a reported 10% stake in Dangote’s $16 billion Lamu refinery in Kenya — but the massive project is facing a legal dispute over the land where it is planned.
Why does landlocked Rwanda want a stake in a giant oil refinery on the Indian Ocean?
The answer could have major implications for Rwanda, Kenya, Ethiopia, Uganda, South Sudan and the wider East African energy market.
Aliko Dangote’s proposed Lamu refinery is designed to process up to 700,000 barrels of crude oil per day, potentially making it one of Africa’s largest refining projects. If completed, the project could transform fuel supply, petroleum distribution, regional trade and energy infrastructure across East Africa.
But there is another story developing around the refinery.
Residents from the Chandavai area have challenged the development, arguing that the disputed land is ancestral property and raising concerns about compensation. A Kenyan court ordered the existing status quo on the disputed parcel to be maintained pending further proceedings, while the project’s groundbreaking ceremony went ahead.
Now two major questions are colliding:
Who will own East Africa’s next major energy asset?
And:
Can Dangote’s Lamu refinery move forward while the land dispute remains unresolved?
In this video, Blueprint Africa examines:
• Rwanda’s reported 10% investment interest
• Dangote’s $16 billion Lamu refinery project
• The proposed 700,000-barrel-per-day capacity
• Kenya’s potential stake in the refinery
• Ethiopia and other East African countries’ interest
• Lamu Port and its regional energy connection
• The Chandavai land dispute
• The Kenyan court proceedings
• Why a landlocked country like Rwanda wants access to coastal energy infrastructure
• How the refinery could affect East Africa’s fuel supply and regional trade
This is bigger than one refinery.
It is a story about African energy security, regional integration, infrastructure ownership, land rights, investment and the future of East Africa’s energy market.
