DuB-EnG: Commodore VIC 20 PSU Power Supply Repair / Modification - Make it fail safe!

We start another adventure in Retro Computing - The Commodore VIC20 - We need to test and check the power supply before plugging it in to the computer - Glad I did as it was putting out too high a voltage, so lets fix it and make it fail safe rather than fail to high voltage! This can also be applied to older C64 power supplies.
