On North Carolina's Outer Banks, flood insurance pays up to $250,000 for a beach house collapse — and nothing at all if the owner takes the house down first. Since 2020, 32 homes have fallen into the Atlantic at Rodanthe and Buxton.
The National Park Service keeps the list. Twelve collapses in Rodanthe, twenty in Buxton, and they come in clusters: five houses went into the sea between 2:00 and 2:45 in the afternoon on September 30, 2025. In eighteen months the Seashore hauled 480 tons of what used to be somebody's holiday home off a public beach.
Almost every owner on that shoreline is doing the only thing the rules allow. Demolishing a threatened house costs at least $30,000 out of pocket and pays nothing. Letting the ocean take it pays up to $250,000 for the structure and up to $100,000 for the contents. North Carolina has banned new seawalls on the ocean shoreline since 1985, so defending the house is not an option either.
It was solved once. From 1988 to 1994 the Upton-Jones amendment let owners take the insurance money before the collapse, to demolish or move — more than 400 houses in 27 states came down that way. Congress repealed it. A bipartisan replacement introduced in 2025 is stalled in the House.
Meanwhile America has paid to move almost everything else on this island: $11.8 million to walk the Cape Hatteras Lighthouse 2,900 feet inland in 1999, and more than $145 million for a bridge that swings around the stretch of highway the ocean keeps washing over.
