California Cap and Trade: History and Progress

Resources for the Future (RFF) hosted a conversation between Richard Morgenstern, a senior fellow at RFF, and Daniel Adler, the senior advisor for climate finance at the California Governor’s Office of Business and Economic Development (GO-Biz) and the Infrastructure and Economic Development Bank (IBank). Their conversation touched on the history, successes, and challenges of California's cap-and-trade program, which launched in 2013.
