PHASE I: MASTERPLAN, VALLEY OF MEXICO: BACK TO THE CITY OF LAKES A territorial vision to reimagine the Valley of Mexico as a living water landscape—restoring the historic network of lakes, rivers, wetlands, and aquifers as the foundation for a more resilient metropolitan region. The Master Plan reconnects water, landscape, ecology, infrastructure, and urban life, shifting the Valley from a city organized around the extraction and rapid evacuation of water toward a territory that can capture, store, infiltrate, clean, reuse, and celebrate water. Back to the City of Lakes is not a return to the past, but a strategy for using the Valley's original hydrological logic to design its future. PHASE II: PARQUE ECOLÓGICO LAGO DE TEXCOCO ECOHYDROLOGICAL PARK, MEXICO CITY BRINGING THE LAKE BACK TO THE METROPOLIS PELT reclaims the former Lake Texcoco as a 14,000-hectare living landscape, transforming one of the Valley's most degraded territories into a new ecological and civic infrastructure for Mexico City. Its design is generated by the territory itself—its water, saline soils, seasonal dynamics, biodiversity, and cultural memory—creating a mosaic of lakes, wetlands, halophytic landscapes, reforestation, productive ecologies, and public spaces. A landscape where ecological recovery becomes metropolitan infrastructure—and where the return of water becomes the foundation for a new relationship between the city and its territory.
