Wat Ong Theu, "Temple of the Heavy Buddha", was established as part of the relocation of the capital city of Laos to Vientiane. The ruler at that time, King Setthathirat I built many monasteries inside central area, including this temple. While Buddhism dominates a majority of Southeast Asian religious beliefs, it should be understood that Hinduism played a significant role in the area for many early centuries.
