Dancing & Singing "Surgeon" License Suspended Part 2

My name is Ojay Liburd and i was raised in Atlanta, Ga. On February 18th, 2016 my mother, Icilma Cornelius, went in for a procedure performed by "dancing surgeon" Dr. Windell Boutte, to flatten her belly before her wedding.  After not being able to get a hold of my mom on her cell phone, I called her fiance. When he picked up he told me my mother had gone in to cardiac arrest and I needed to get to the hospital immediately. When I saw my mother, she was unconscious, bruised, cut up, and receiving oxygen.  I later found videos of Dr. Boutte dancing and singing during surgery, and heard from other patients who had experienced dangerous procedures by this same doctor.
