President Félix Tshisekedi addresses the Third Russia–Africa Summit in Moscow, calling for concrete cooperation, respect for national sovereignty and effective implementation of peace commitments concerning eastern DR Congo. The summit takes place on 28–29 October 2026, bringing together Russian and African leaders to discuss political cooperation, security, investment and development. 2026 PART 1 — ORIGINAL FRENCH SPEECH In this first instalment, Rwanda Updates presents Tshisekedi’s address in French, the language in which he delivered it, allowing viewers to hear his words directly. Speaking before Vladimir Putin and other summit participants, Tshisekedi outlines Congo’s priorities and argues that diversifying international partnerships should strengthen the country’s freedom of decision. His address covers: • Eastern Congo: Civilian suffering, territorial integrity, humanitarian access and the return of displaced people and refugees. • Peace negotiations: The Washington and Doha processes, alongside African Union mediation. • M23, RDF and FDLR: His presentation of the obligations he says all parties must fulfil, and his appeal for Russia to support implementation of UN Security Council resolutions. • Economic cooperation: Hydroelectricity, peaceful nuclear energy, infrastructure, local mineral processing, agriculture and fertilisers. • Practical results: Priority projects with identified financing, realistic schedules, technology transfer and regular monitoring. • International diplomacy: Dialogue concerning Ukraine and the Middle East, and reform of the UN Security Council to strengthen Africa’s representation.
