Planning for More Vulnerable Groups

Vulnerable groups include children, women, particularly pregnant and lactating women, elderly persons, persons with disabilities (PwD), and marginalized or economically weaker communities. These groups are often disproportionately affected by disasters due to physical, social, economic, or systemic factors. Standard disaster management plans may overlook their specific needs, increasing their risks and challenges during emergencies. Inclusive planning ensures that no one is left behind, supporting the principles of the Sendai Framework and Sustainable Development Goals (SDGs). Vulnerability mapping using HVCR tools should identify and disaggregate vulnerable groups at the community level. This enables targeted preparedness, response, resource allocation, evacuation, and recovery measures.
