Stop Spamming Industrial Zones. Do this instead!

NB 2 -- I’ve always struggled with industrial zones... it’s just so easy to spam them and move on. But today in Banff, we’re doing the opposite. We’re making our first specialized timber district a true focal point of the town. We'll start by fixing my previous mistakes, cleaning up the spammed industrial area.
