Chief Minister Pramod Sawant has directed South Goa Collector Egna Cleetus to take strong action against revenue officials demanding bribes for land mutations and other property-related work. Suspension and even termination have been threatened. But why should the Chief Minister have to personally intervene to ensure that corrupt officials are punished? Isn't this the normal responsibility of the administration?
In this edition of *GOA CURRENT*, INK Goa examines the serious corruption charges raised by the South Goa Advocates Association, led by advocate Antonio Clovis Da Costa, and asks whether Sawant's latest intervention addresses the problem or merely its symptoms.
Nearly 200 lawyers were compelled to protest against corruption, missing files, unexplained delays, preferential treatment of agents and more than 1,000 pending mutation and tenancy cases. These are lawyers who regularly represent ordinary citizens seeking legitimate land-related documentation. Their protest raises disturbing questions about the functioning of Goa's revenue administration.
More importantly, the association had already submitted specific complaints concerning two Mamlatdars. Questions were raised about the handling of files, the reopening of certified cases and the sequence in which matters were processed. The Collector was also reminded about these complaints. What happened afterwards? Were inquiries conducted? Were the officers questioned? Who allowed these matters to remain unresolved?
The government had already issued a standard operating procedure for mutation cases on December 24, 2024. Why was it not enforced? Why did supervisory officers fail to detect violations? And why did lawyers have to take to the streets before the administration responded?
The South Goa Collector has announced measures to clear pending files, but processing delayed applications cannot substitute for investigating corruption.
The South Goa Advocates Association has demanded an independent judicial inquiry headed by a retired High Court judge. Such an inquiry must examine pending cases, administrative failures, the role of agents and whether money collected through corruption travels upwards to senior officers or those providing political protection.
This is the central question before Pramod Sawant: Is he prepared to investigate the entire chain of corruption, or will action remain confined to individual officials?
INK Goa examines why disciplinary threats alone cannot restore public confidence in a revenue administration facing serious questions about corruption, accountability and political protection.
