San Diego Police seize dozens of illegally modified license plates in a month

Police say drivers are buying license plate "wrap kits" online or from body shops for as little as $10, wrapping them around their legitimate plates to change the appearance. However, they warn that these are not just illegal, but they also create public safety issues.
