While opposition demonstrations were unfolding in the streets of *Kinshasa on September 15, 2026**, another major political scene was taking place inside the **Palais du Peuple**, where Senate President **Jean-Michel Sama Lukonde* officially opened the September parliamentary session.
In his address, Sama Lukonde focused on several major issues facing the Democratic Republic of Congo: the security crisis in the east, the national dialogue proposed by President Félix Tshisekedi, the 2027 national budget, parliamentary oversight, decentralisation and the social welfare of Congolese citizens.
A major part of the speech concerned the conflict in eastern DRC.
Sama Lukonde accused *Rwanda and AFC/M23* of responsibility for what he described as a war of aggression against the DRC, while also condemning violence attributed to the ADF/MTM. These statements reflect the position of the Congolese authorities. Rwanda has repeatedly rejected accusations that it supports M23.
At the same time, the Senate President expressed support for the diplomatic processes led through **Washington and Doha**, but stressed that their credibility should be judged by the actual implementation of commitments made by the parties.
Sama Lukonde also strongly backed the **national dialogue announced by President Félix Tshisekedi**, calling on Congolese citizens, including those he said had “turned their backs on the Nation,” to join the process aimed at peace, national cohesion and the rebuilding of the state.
Another politically sensitive issue was the **referendum law**.
Sama Lukonde recalled that the law adopted in March 2026 was reviewed by the Constitutional Court on July 28 and found constitutional subject to certain modifications. President Tshisekedi later asked Parliament to reconsider the text in order to incorporate the Court’s observations.
This issue remains highly sensitive because opposition groups demonstrating outside Parliament were simultaneously warning against constitutional change and any political process they believe could open the way to a third presidential term.
On the economic front, Sama Lukonde called for strict management of the **2027 budget**, greater domestic revenue mobilisation, stronger action against tax fraud, protection of the Congolese franc and greater parliamentary oversight of government spending.
He also addressed decentralisation, the **PDL-145T development programme**, youth employment, Ebola, the school year and traffic congestion in Kinshasa.
