Learning and Repairing an Air Brake System on a 1963 Volvo BM backloaded before Arctic Winter Hits

The Volvo LM225 is the main snowplow and has no brakes, I need to work this out, 3 attempts means I am almost at the end of the line repairing as I go. I am told the brakes have not worked properly since 1983 and many men have tried to find and fix the issue over many years. I first tried in 2017 and then again in 2019 with no improvement.
