Boransing testified that he issued a certification stating zero reported communist terrorist group incidents, but affirmed he was not aware that the document would serve as a liquidating instrument for confidential funds. He explained that Army expenditures for youth summits were modest, typically around 30,000 to 60,000 pesos per activity for coordination and representation, while local government units covered food and uniforms.
