While many county websites pass automated audits, the actual documents provided to the public frequently lack the structural tagging and reading order necessary for screen readers. This gap creates significant barriers for users and raises questions about whether current compliance efforts are truly reaching the end user. Organizations must look beyond surface-level web audits to ensure their public records are usable.
