Major overhaul of municipal water, electricity services

President Cyril Ramaphosa announced a major reset of local government. Municipalities will now face a compulsory licensing system to provide water and electricity, instead of having an automatic right to do so. Under the cabinet-approved Revised White Paper on Local Government, revenue generated from utility services will also be ring-fenced for infrastructure maintenance instead of being redirected to municipal wage bills.
