The ground reality of DDA’s multi-storey flats in Narela, Outer Delhi, is raising serious questions about construction quality and maintenance. Hundreds of families living in Hind Apartments say they are facing several basic problems despite moving into these flats only a few years ago.
Most of the residents belong to the middle-class and EWS categories. Many families shifted here around three to four years ago, while some residents have been living here for barely a year. However, residents claim that several buildings have already started showing signs of deterioration.
According to local residents, a major incident recently increased fear among families. They claim that at around 3 a.m., a heavy portion of a beam above a kitchen shelf suddenly broke and fell. Fortunately, no one was injured. But residents say the incident has raised serious concerns about the structural condition of the buildings.
Residents claim that walls in several flats have developed dampness and seepage, while plaster is coming off from different parts of the buildings. They say that now even portions of beams and plaster have started falling, creating a constant fear of an accident.
The problems are not limited to the condition of the buildings. Residents also allege that the quality of drinking water is a major concern. According to them, the TDS level of the groundwater being supplied in the area is reportedly between 1,700 and 2,500, raising concerns among families about the quality of water they are consuming.
Electrical safety is another issue highlighted by residents. They allege that some switchboards carry the risk of electric shocks. Leaking pipes and damp walls are adding to their concerns, particularly because water and electricity together can create a serious safety hazard.
Residents have also raised questions over fire safety arrangements. According to them, the fire-safety systems are either not functioning properly or are not being adequately maintained. They fear that any major fire incident could put the lives of residents at serious risk.
The sewage system is another major complaint. Residents allege that proper sewage cleaning has not been carried out regularly, leaving them to deal with basic sanitation problems.
According to the residents, they have repeatedly complained about these issues, but their problems have not been properly addressed. They allege that despite approaching the concerned authorities several times, there has been little visible action on the ground.
The residents say they purchased these homes with their hard-earned money and expected basic safety, infrastructure and maintenance. They are now questioning how buildings that are only a few years old can develop problems such as damp walls, falling plaster, damaged beams, leaking pipes, sewage issues and concerns over fire safety.
The condition of Hind Apartments has therefore raised questions over the construction quality as well as the maintenance system of the DDA. Residents are demanding a proper technical inspection of the entire apartment complex, a structural safety audit and immediate repair of all dangerous portions.
The issue is not simply about damaged plaster, leaking pipes or poor maintenance. It is about the safety of thousands of families living in these DDA flats.
Residents want the authorities to act before a major accident takes place rather than waiting for a tragedy to force action.
