China Goes War-Ready? New Defense Law & Xi's Military Strategy | Amber Zaidi

China has made a major change to its national defense mobilization system — and the implications go far beyond the Chinese military. China's top legislature has approved a revised National Defense Mobilization Law, the first major update since the original law was adopted in 2010. The revised law will come into force on October 1, 2026. The new framework clarifies how military and civilian authorities will coordinate national defense mobilization and explicitly provides for the conversion of economic and social strength into national defense capabilities. It covers areas including personnel reserves, military research, civilian resources, requisition and expropriation, compensation, mobilization planning and organizational leadership. The law also adds provisions promoting the application of advanced technologies in national defense mobilization and the development of capabilities in emerging fields. That raises a major strategic question: Is China preparing its entire national system for a new era of high-tech warfare?
