He is immediately attacked by Gel Shocker Combatmen and defeats them. When entering the "Substation Room", Kotaro is attacked by Sasori Tokagues. Kotaro mistook Sasori Tokagues for Gorgom's Kaijin, which makes the Kaijin confused. Kotaro then transforms to Kamen Rider Black and defeats Sasori Tokagues. Then Kotaro (Black) goes to the "Turbine Room" to get a Jumper Cable in order to replace the cable in the Substation Room that has been damaged by Sasori Tokagues earlier. After replacing the cable and turning on the power to the underground base, Black enters the "Gas Chamber" and finds melted corpses. There, he meets General Black. Hearing the name "Kamen Rider Black", General Black laughs since his name is also "Black". Then Isoguin Jaguar appears behind Black and attacks him. Black defeats the Isoguin Jaguar, but General Black immediately orders a Gel Shocker scientist to close the Gas Chamber to trap Black and activate the poisonous gas inside the chamber. Isoguin Jaguar then explodes, creating an escape route for Black, while General Black has already escaped. Black gets a Shocker Card from the Gel Shocker scientist who died from poison gas. With that, Black manages to access the path to the Command Center room.
