VAT Adjustments: Change in Use (Zimbabwe VAT Act, Section 17)
What happens to input tax when an asset's use changes? You claimed VAT because you promised taxable use. If the asset goes home with you, or moves into or out of exempt work, the Act makes you correct that claim. This video shows you how.
What you will learn • Why VAT adjustments exist: they stop tax-free private consumption • The four questions that decide every adjustment: direction, extent, value and timing • The four routes in Section 17: – s17(1): goods applied wholly to a non-taxable purpose (output tax) – s17(4): private or non-taxable goods brought into taxable use (input deduction) – s17(2) and s17(5): capital goods with mixed use, where use falls or rises • The gatekeepers: denied inputs (motor vehicles, entertainment), the USD50,000 capital goods threshold and the 10-point tolerance • Which value to use (cost vs OMV) and the common exam traps
Worked examples • Farai takes a generator from his hardware shop home (s17(1)) • Change one fact: how Farai's answer changes • Mr K brings four private assets into his consulting business (s17(4)) • Mixed-use capital goods: adjusting at year-end under s17(2) and s17(5)
Formulas covered • s17(4): A × B × C × D (tax fraction × lesser of cost and OMV × taxable use % × % of price paid) • s17(2) and s17(5): tax fraction × value × change in taxable use %
Tip for students: pause the video at each worked example and attempt it yourself before watching the answer.
This video covers adjustments caused by a change in use only. Change in status and other adjustments are covered in separate videos.
