This tower has one opening and everything else is wall. Hundreds of niches are cut into the curve, tier above tier, and almost all of them are empty. Whoever built it made the shelves long before there was anything to put on them. One round hole at the top lets in a single shaft of daylight, and it only ever reaches one place at a time.
That is a fair description of a working day. There is more room than you will ever fill, and the light is only on one part of it. The useful move is not to light the whole tower — it is to sit where the beam is falling now, and let the rest stay dark until it is their turn.
