Unused CD Sonic Song

I found this song's CD in a dumpster near a waffle house that Masafumi Ogata and Naofumi Hataya has been rumored to think of songs at. I wonder what this would've been used for? Also found this funny weird link that doesn't work: jvvru://aqwvw.dg/Hu1MkBu-CXA Weird. Anyway this song is a joke, don't take it seriously. I just needed something to upload tbh. What do you think this song would be used for if it was actually in the game?
