First and foremost, I apologize for any of my personal audio, I wasn't really paying attention to the fact that my mic was on, and didn't even really expect to beat it, so I wasn't anticipating recording and posting this video.
With that being said,
Some of "my" tips are kind of miniscule--the mission really just comes down to luck and persistence;
1. Count your kills/ incapacitations/ restrains -- from running this mission so many times, and sitting through the grading at the end, you find that the total enemy count is somewhere between 18-22 [22 being possibly too high but I don't quite remember]. This will help you determine the severity of the level and where other enemies could possibly be.
2. Utilize your AI -- while they're dumb as bricks, especially on this level, they're quite helpful in clearing the smaller rooms that are either closed, locked, or ones where you're not sure of the amount of enemies behind them. You can see in the video I use my AI a lot to clear the smaller rooms, often with flashbangs or flashbang launchers--flashbangs also seemed to work the best for me after the first major update, where the suspects and civilians complied very quickly.
The AI are also meat shields. In a lot of the back portions of the map, enemy AI have insane line of sight and can ping you through crazy angles and pixel peaks, so anywhere where you can have the AI soak up majority of those bullets--instead of you--is ideal, and if you have to lose an AI or two to finish the mission, then so be it. Some key areas are the storage center beneath the upstairs office, and the upstairs office. When you enter that storage area, a good deal of times you'll have enemy AI all the way to the back wall of the room behind it, and they'll shoot at you, and especially with the flinch and screen effects you endure as the player, it's way easier to send the AI in instead to try to clear those guys out. The upstairs office also has a bunch of tough angles, which makes it better suited for sending the AI in first.
3. Clear rooms with flashbangs/"flashes" or launchers -- like I said earlier in the previous tip, this was the one I was having the most success with, and got all alternative AI to comply the easiest and quickest. Especially on this map, where you have so many priority targets--both lethal and non-lethal--flashbangs were the key to compliance for me.
4. Armor up -- Although you lose some carry-on slots across the board, the more armor you and your AI have, the better. That means, heavy armor, face masks, helmets--any armor you can think of, you should put it on. Shields I'm not too sure about, and only because from previous experience the AI don't know when to use them and when not too, even after being directed to, so I would just stick to the launchers personally.
Those are all of the immediate tips I can think of, if I do think of any more I will comment and pin them in the comments. Hope this helps people, and consider that there's also a big luck-factor in this game, and it will most likely come down to both how many enemy AI you have to clear, and where they're located. Good luck to everyone else going for the Hard Mode trophy!
