🎤 Xcelerate London 2026 – 50 Hertz Transmission GmBH The TSOs of the Baltic Offshore Grid Initiative (BOGI) used PLEXOS and the PLEXOS API to set up a detailed modelling framework that identified up to 50 GW of economically attractive offshore wind potential and around 13GW of new offshore cross-border interconnectors by 2040, positioning the Baltic Sea as a future clean energy hub and net exporter. Building on national plans and the European TYNDP framework, the study emphasises the critical importance of coordinated regional planning, showing how a shared analytical basis enables more aligned national strategies and cost-effective offshore infrastructure development. The results highlight high interconnector utilisation, reduced system costs and emissions, and the growing role of sector coupling, with offshore wind supporting both electricity demand and an expanding hydrogen system. Sensitivity analyses demonstrate that, although developments in demand and asset costs vary across scenarios, the value and robustness of cross-border interconnector projects remain consistent, reinforcing the need for integrated regional decision making.
