Lake Tahoe's $15M Estates Can't Get Insured — And The State Is The Last Buyer

A house on the north shore of Lake Tahoe can be structurally sound, have clear title, and still be effectively unsellable. Not because the premium is too high. Because the policy does not exist. California regulates homeowner's insurance through a rate approval process that for years limited insurers to historical loss data and excluded forward-looking catastrophe models and reinsurance costs from filings. Then came the wildfire losses of 2017 through 2021. Several major carriers stopped writing in high-risk areas entirely. They did not price Tahoe homeowners out. They withdrew the product. Willingness to pay stopped being the relevant variable. Availability was. The Caldor Fire crossed the Sierra crest in 2021 and forced the evacuation of South Lake Tahoe — a barrier that had kept fire out of the basin for generations. The forest around the lake did not become dangerous recently. It became dense enough to be dangerous across a century of fire suppression decisions that each seemed reasonable at the time. What is left is the FAIR Plan. Less coverage, higher cost, exposure concentrated in exactly the places the standard market abandoned. A lender requires continuous hazard insurance. A property that cannot be insured cannot be financed. A property that cannot be financed has almost no buyer pool, regardless of price. Nobody in this story acted unreasonably.
