The Horn of Africa is entering another period of profound uncertainty. Renewed fighting between Ethiopian federal and Tigrayan forces has raised fears of another devastating conflict. A new alliance of Ethiopian armed movements is challenging the federal government, while significant political and military divisions are also emerging inside Tigray. Reuters describes the current fighting as the most serious escalation since the 2020–2022 war. At almost exactly the same moment, Eritrea's external environment is changing. Washington has ended the sanctions framework imposed under Executive Order 14046, Eritrea and the United States are signaling greater diplomatic engagement, and the growing strategic importance of the Red Sea is bringing renewed international attention to Eritrea.
