The official winter outlook has just made a forecast that sounds simple until you look closer. Across much of the northern United States warmer than average temperatures are favored. Across much of the southern tier wetter than average conditions are favored. And the strongest influence behind that unusual north south split is a very strong El Niño in the tropical Pacific. But here is the part that can surprise people. A warmer winter outlook does not mean winter is canceled. A wetter outlook does not mean every storm will bring snow. And a season tilted toward warmth can still deliver a brutal cold snap to your town. The real story is not a promise of one kind of weather. It is a map of changing odds and changing risks. By the end you will know what NOAA is actually forecasting for December through February what that forecast cannot tell you and which practical decisions make sense before the first major storm arrives
