10.19.26 Regular City Council Meeting

10/19/26 City Council Meeting Recap (The City Council Recap is a brief highlight of the Windsor Heights City Council meetings. The recap is not minutes of the Council meeting. Minutes are considered and approved at the subsequent Council meeting.) The City Council unanimously approved the third and final reading of Ordinance 2026-03, updating regulations for bicycles, e-bikes, electric scooters, and other mobility devices. The ordinance replaces the fixed 20 mph speed limit on trails and sidewalks with a reasonable and proper speed standard and establishes additional safety restrictions for certain motorized devices. The City will share educational materials outlining the new regulations, including permitted devices, speed requirements, and helmet rules, through its website, newsletter, and social media. The City Council discussed establishing policies for approving or denying device retailer permits, including requirements for secure product displays, age verification, and employee training. Council also considered additional criteria related to previous violations and proximity to schools, childcare facilities, parks, and youth recreation facilities. Staff will bring a proposed policy back for consideration at the next meeting.
