The bandh could affect bus and train services, government offices, schools, colleges and markets, while essential services such as hospitals, pharmacies and ambulances are to remain exempt. Congress and allied opposition parties have stepped up mobilisation ahead of the shutdown, including a march and torchlight rally in Bhubaneswar. BJP state president Manmohan Samal said the bandh would not affect the people. Meanwhile, the state private bus owners' association said it would not join the bandh but may continue services if security is provided, while auto services are proposed to remain off the roads for security reasons. Commissionerate Police has kept a close watch on the situation in Bhubaneswar, with 18 platoons of force and 100 officers kept ready, according to the report. The state government has also directed district authorities to take necessary measures for law and order during the bandh.
