There is a Pirate Tower in Laguna Beach, California

Laguna Beach has a Pirate Tower at the northern end of Victoria Beach. It is a very popular spot for photographers. Everybody goes there. It is also a great place to watch the sunset. The only negative thing is that there is no parking at all. The Pirate Tower was built in 1926 as an enclosed staircase to the beach. It is not open to the public.
