Dubai Built Islands Out of Sand. Are They Sinking?

In 2001, ships began pumping sand onto the sea floor off Dubai. Within a few years there was an island shaped like a palm tree. Then, in December 2009, a survey company said it was sinking, and the developer called that "wholly inaccurate." So who was right?
