Disney's Forgotten (And BEST) Twist Villain

Today we're taking a look at Disney's best twist villain. Atlantis, The Lost Empire might be largely forgotten alongside it's villain Lyle Rourke, but I contend that Rourke is the best Disney twist villain to date.
