In this ground report, filmed in 2025, we travel across Bihar to document a reality that sounds impossible on paper. It starts with a pond that was "stolen", drained and buried under mud overnight so the land underneath could be grabbed, part of a strange run of headlines that has seen bridges, mobile towers and now entire ponds go missing from the state. From there we reach a government hospital in Muzaffarpur that was built over fifteen years ago and never once opened, now a ruin that nature has quietly reclaimed, along with a state library right beside it that never received a single book. It leads to the real question at the heart of this film: why does development in Bihar always seem to begin but never finish? And in a state where alcohol is officially banned, we set out to test just how easy it really is to buy, uncovering a prohibition that lives only on paper while quietly draining the poorest the hardest.
