Makkah Joint Defence Agreement: Implications for Pakistan

Pakistan, Saudi Arabia and Türkiye signed the "Makkah Joint Defence Agreement" on August 07, 2026, marking an important development in regional defence and security cooperation. The agreement seeks to strengthen collective deterrence, treats an armed attack against one member as an attack against all, and calls for expanded defence cooperation. For Pakistan, the agreement raises important questions about what it materially changes beyond existing defence relationships, what forms of assistance Islamabad could be asked to provide during a crisis, how much discretion it would retain over its response, and what the commitment could mean for its regional role and freedom of action. In this regard, the Centre for Law and Security (CLAS) hosted a webinar titled "Makkah Joint Defence Agreement: Implications for Pakistan.” The webinar examined the strategic, defence and regional implications of the agreement, with particular focus on the practical meaning of its collective-defence commitment for Pakistan. The session explored what is genuinely new in the agreement, the forms of support Pakistan could be asked to provide following an armed attack on a member state, and the extent of Islamabad’s discretion in determining its response. The discussion also considered emerging political and military coordination, joint exercises and deeper defence cooperation, as well as the implications of the agreement for Pakistan’s defence policy, regional role and freedom of action.
