Between 1982 and 1990, Chad was ruled by Hissène Habré, whose government imprisoned, tortured and killed thousands of people. When Habré was overthrown in 1990, he fled to Senegal, where he lived in exile for more than two decades. But his victims had no intention of letting the story end there.
