NJ Winter White Perch Fishing

Today I went kayak fishing in January for white perch using grass shrimp on a top and bottom rig. I fished the outgoing tide which was strong during the beginning of my trip. There was a lot of grass in the water and it was dirty in the faster moving water. Once the tide slowed during the last 1.5 hours, the fish turned on.
