The aim is to own all empty lots, and complete the museum and community centre collections. You don't have to build on every lot you own, but you will need to fill them with something! You could have a park, a home, a shop, etc, as long as the lots look owned! I am also using a wheel to choose Storyteller Cards each night, to add more discord to the challenge.
