Sheffield Local Plan examination stage 4, 21 November 2025

The morning session starts at 9:30am and the afternoon session starts around 2pm. Discussion will involve supply updates, linked to proposed additional sites, Matter 8: Housing supply, Matter 3: Affordable housing supply, Matter 5: Employment land supply and the closing session between the Inspectors and the Council. Three independent government inspectors (K Child BSc (Hons) MA MRTPI, D Troy BSc (Hons) MA MRTPI and R Morgan BSc (Hons) MCD MRTPI) have been appointed to check whether the Sheffield Plan meets legal requirements and is 'sound'. They are holding informal discussions (known as public hearing sessions) to explore key issues they’ve identified. They will assess the Plan using national planning rules (specifically paragraph 35 of the National Planning Policy Framework 2023) and related regulations. As part of this process, they will look at the comments people made on the Regulation 19 Draft Plan. They will focus on issues that affect whether the Plan is sound. At the end of the examination, they will write a report for Sheffield City Council. This may include suggested changes to the Plan, if the Council asks for them.
