Planning department approval and building permits aren't the same thing. Most homeowners walk into City Hall thinking it's one office with one answer. It's actually two separate departments with two completely different questions, two sets of criteria, and two clocks that don't run at the same time. And if your property sits in a homeowners association, there's a third body sitting in front of both of them.
The planning department asks what and where. Can you build this at this size, in this spot, on this piece of ground. They care about footprint, height, setbacks, lot coverage, and what it looks like from the street. The building department asks how. Is it safe, does it meet code, will it hold up. Planning protects your neighborhood. Building protects the people inside the house. That difference in what they're protecting is why one department can hold a public meeting about your project and the other never will.
A planning approval is permission for the concept. It is not permission to build. You cannot pour concrete on planning approval. And not every project touches the planning department. If you're redoing your kitchen without moving exterior walls, you go straight to building. Same house, same city, completely different experience. That's why neighbors give each other terrible advice about permits — they're describing two different departments.
WHAT YOU'LL DISCOVER
The three things homeowners get wrong about planning and building, and each one costs real money. Why a two-foot setback encroachment isn't a two-foot decision — it's a decision to open your project to public comment and add months to your timeline. The order these offices come in, and why getting it backwards can force you to redesign an approved plan. What triggers the planning department, what skips it entirely, and the design decision that determines whether your neighbors get a vote. The pre-submittal visit that confirms what you're designing is actually allowed before you pay for a full construction document set. Why planning circles back during building permit review, and what happens if your design moved while you were developing it.
Bill Reid, residential construction expert with 35-plus years of experience, walks you through the approval process most homeowners don't understand until they're already in it. You'll learn which office does what, which ones your project even touches, and the one-hour move that saves months of design time and money.
TIMELINE BREAKDOWN
If you're in an HOA, your design review committee goes first at the end of schematic design. Then planning department approval lands at the end of design step three. Then building department after your construction documents are finished. The HOA hands you a written approval letter, and your city asks for that letter when you submit. One conversation with a planner before your design locks can save eight months of redesign on the back end.
TIME IS A COST
Figure four to six weeks for a planner to review your plans, then comments back to your architect, then resubmittal, then another two to three weeks. Two months minimum, and that's the floor. In busier markets it stretches. A clean professional application moves to the top of the pile. A sloppy non-conforming application bounces around for months. Every extra month in approvals is a month of carrying costs, and on a longer approval it can quietly become one of your larger line items.
This episode opens the Approvals and Permits series under World of Design. Episode 74 covers the question asked more than any other — do I actually need a permit for this.
