Protecting US Critical Infrastructure from a Resilience Point-of-View

In this presentation, I examine how the United States can better protect its critical infrastructure from cyberattacks and other major disruptions. Using water systems as a practical example, I apply the systems engineering framework of Avoid, Withstand, and Recover. The presentation identifies weaknesses in current infrastructure protection and proposes practical measures to reduce vulnerabilities, maintain essential services during an attack, and restore capability safely. The central message is that critical infrastructure must be hard to disrupt, able to continue under adverse conditions, and prepared to recover before failures spread across interconnected systems.
