Many of the world’s largest deltaic cities are being lowered from below. Satellite radar now shows that in 18 of 40 major deltas average land subsidence exceeds geocentric sea-level rise, and that groundwater storage is the strongest relative anthropogenic influence on vertical land motion in ten. This chapter argues that groundwater depletion in delta megacities is a coupled hydrogeological and governance problem: hydrology sets the physical limits of extraction, while institutions determine whether those limits are measured, enforced and adapted to. Because inelastic aquitard compaction is largely irreversible, delay converts a manageable water problem into a permanent infrastructure and flood-risk problem. The chapter proposes the Urban Aquifer Security Index (UASI), a spatial, trajectory-sensitive and testable diagnostic, and the Deltaic Urban Groundwater Governance Architecture (DUGGA), a three-tier institutional design grounded in public-trust, right-to-water and precautionary principles. A solution matrix, ten-point agenda and phased roadmap translate diagnosis into action. Measure before extraction. Protect before depletion. Regulate before collapse. Restore wherever possible. And never transfer today’s water-security debt to tomorrow’s citizens.
