Can a RAPIER or SWORD be TOO LIGHT to CUT?

I have seen it said that choppy rapiers, or swords in general, are heavier, while some swords, and specifically rapiers, can be too light to cut. Or in other words, we can decide whether a rapier can cut or not by its weight.
