2005 Chevrolet Colorado No Start: Diagnosing, and replacing a faulty PCM

Had a 2005 Chevy Colorado present with a no start, checking the basics before replacing the starter led me to find a faulty PCM. How I diagnosed it, and how I fixed the problem.
