CannonOutRunBall 32x port speed and pallete improvements

Up-left on the video, the work done today with some palette fixing (no all but most) and more speedup. To compare, up-right the version before, with less colors and slower. Not so much differences but there are. Anyway, still not tested on real hw, but on ares, jgenesis, kfusion, gens, retro with pico and bizhawk. Those are Ares captures as it is - everybody sais -the closest and most accurated emu. i have the real hw since 95... Soon... Down on the middle a full run with the new palette and performance. Can be seen slowdowns on certain areas. Until i can fix that, no release. The fun side is if you play it on picodrive it has no slowdowns. The number on the up left corner is not the rel frmerte, is the core ticks.
