Gambling is illegal in Japan. Article 185 of the Criminal Code. Not restricted — illegal. And yet there are about 6,500 pachinko parlours in this country, holding more than three million machines. They are the loudest buildings on the street. Nobody hides them. I worked in one of them for three years.
