The analysis, evaluation, and development of organizational structures constitute an integrated strategic process aimed at ensuring that an organization’s structure aligns with its overall strategy and its evolving environment. The analysis begins by examining the fundamental elements of the structure—such as specialization, hierarchy, span of control, centralization, departmentalization, and coordination—while assessing the relationships, processes, and the flow of information and decision-making. This is conducted using methodologies such as SWOT analysis, the McKinsey 7S framework, and the Balanced Scorecard. The evaluation phase then measures the effectiveness of the structure based on criteria including clarity, suitability, efficiency, efficacy, flexibility, integration, and the capacity to motivate, utilizing key performance indicators (KPIs) and various assessment approaches (such as self-assessment, external review, benchmarking, and participatory evaluation). Finally, the development phase involves implementing substantive structural changes through a sequence of stages: diagnosis, planning, design, execution, consolidation, and evaluation. This process employs strategies such as restructuring, re-engineering, digitalization, and empowerment, while addressing resistance to change through awareness-raising, active participation, training, and incentives. It is recommended that these processes—analysis, evaluation, and development—be conducted on a continuous and periodic basis to ensure that the organizational structure remains flexible, effective, and capable of navigating the challenges posed by the digital age, globalization, and sustainability.
