Should Pakistan create new provinces—or would dividing existing provinces create new ethnic and nationalist tensions?
The debate over new provinces is much bigger than administrative boundaries. It raises fundamental questions about *Pakistani nationalism, provincial nationalism, ethno-nationalism, constitutional flaws, political representation, and the distribution of power.*
Pakistan’s provinces are highly unequal in population and political weight. Punjab’s demographic dominance, for example, has major implications for representation in the *National Assembly and national decision-making**. At the same time, creating new provinces along ethnic or linguistic lines could potentially strengthen **ethno-national identities* and create new political divisions.
So where is the balance?
Could a *Saraiki province* address genuine administrative and representational concerns while reducing some of the political imbalance created by Punjab’s size? Or could it create a new form of regional nationalism?
And what about **local governments**? Instead of concentrating enormous administrative and financial power at the provincial level, should Pakistan constitutionally protect local governments, guarantee regular elections, and genuinely devolve political and financial authority to the grassroots?
