Ukraine Says It Hit 51% of Russia's Oil Refineries. Is It True?

Putin admitted Ukraine's drone war on Russian oil worked "partially." Kyiv says it has hit 51% of Russia's refining capacity. We check that number against the data. On October 1, Vladimir Putin told the Valdai Discussion Club the refinery strikes cost Russia about 1% of GDP. On October 4, Ukraine's Defense Minister Yevhen Khmara said strikes have hit 51% of Russia's oil refining capacity. Days earlier, the Kremlin banned publication of refinery and fuel export data. We test Kyiv's claim against the IEA, Reuters, Carnegie and CREA tanker data, follow the shortage to Russian gas stations and U.S. diesel prices, and revisit the 1943 Ploiesti raid (Operation Tidal Wave).
