Intoxicated and Incapable at police custody

If an arrested person is intoxicated and showing any signs of incapability they must go to a hospital. The risk of death or serious injury through overdose, withdrawals and asphyxiation are high. They should never be carried to a cell. Intoxicated and incapable = hospital
